Our growing organization is currently accepting applications for the role of Liaison and Safety Officer, Yemen based in ADEN. The successful candidate will identify and report incidents and will be responsible for the safety of all field office staff.
The Liaison and Safety Officer, YEMEN (LSO) main aim is to oversee and provide advice/guidance on safety and risk management through increased capacity, technical support and advice to the and country program on all aspects of staff safety and ensure appropriate systems are in place at the country level. The LSO will monitor the country-wide situation, identify inherent threats and minimize risks to the program iconsistent with CIVICs Policy and Standards. In addition the LSO will support the Country Director to complete and follow up on liaison needs related to deal with Governmental departments and official offices.
Job Purpose: Provide Liaison and safety guidance and management to CIVIC in Yemen.
Travel: Up to 40% required (domestic).
Reporting to: Country Director, Yemen
Staff Reporting: N/A
Key Functions: The Liaison and Safety Officer will be responsible for liaison and safety management as an advisor to the staff and will respond to emergency and crises situations where and when needed. S/he will:
1. Capacity Development and Support.
1.1. Coordinate and provide training to field staff (including researchers, and volunteers)
1.2. Support and build the capacity of national staff
2. Planning and Preparation.
2.1. Conduct safety and risk assessments;
2.2. Act as a liaison with local and regional officials, and other agencies regarding safety and coordination issues in the planning, promotion of, and support for existing and future CIVIC projects.
3. Procedures and Protocols.
3.1. Design and develop CIVIC Yemen SOPs and guidelines.
3.2. Manage the CIVIC Yemen safety workplan (informed by CIVIC Yemen s risk assessment and CIVIC s minimum operating safety standards)
3.3. Manage the CIVIC SATPHONES and other related equipment for CIVIC Yemen.
3.4. Manage the CIVIC Staff Tracking system for all staff and visitors to Yemen.
3.5. Make sure CIVIC Yemen personnel adhere to all safety protocols prescribed in the CIVIC risk management plan
3.6. Work with Head Office to insure the proper implementation of policies and procedures.
4. Crisis Preparedness and Management Response.
1.1. Maintain current contingency plans for major events and critical incidents.
1.2. Advise the CIVIC Yemen Management Team of events affecting or which could potentially affect staff safety or cause damage / injury to CIVIC staff and assets.
1.3. Be prepared to deploy on short notice to support operations in any CIVIC program area.
1.4. Coordinate with Country Incident Management Team (IMT) and advise them of possible actions or options in a time of crisis or emergency.
1.5. Assist with emergency medical evacuations.
1.6. Investigate and follow up on safety incidents where CIVIC staff or assets are involved.
5. Advise and Report
5.1. Provide the CIVIC Yemen Management Team with updated reports on the safety situation in the country office and the steps being taken to address these.
5.2. Collect, author, compile and analyze safety related reports, SOP's and related information from multiple sources ensuring CIVICs safety posture is current and relevant to the situation on the ground.
5.3. Track and report on relevant incidences, near misses, and the geopolitical situation in Yemen and relevant bordering countries.
5.4. Briefing the Country Team on safety developments within the area of CIVIC s operations and other areas of interest.
5.5. Overseeing the completion of reports (e.g. SITREPs, Travel Advisories) for the Country Office, on a regular and ongoing basis.
5.6. Providing feedback to the Country Director on progress in respect to safety actions and initiatives.
5.7. Providing technical advice to Country Office in respect of staff safety.
5.8. Ensuring that regular strategic risk assessments are conducted and management informed of emerging trends and threats.
6. Administration and Support
6.1. Facilitate and tracking local procedures with government departments like taxes, social security offices, Directorate of NGOs, Ministry of Defense and Ministry of Interior.
6.2. Secure the communication with the staff in the field during travels.
6.3. Purchasing small items that is less than 1000 USD based on CIVIC requirement
6.4. Help the team in organizing events
6.5. Responsible for picking CIVIC staff in Aden province using his own vehicle under CIVIC safety requirement.
6.6. Outside Aden LSO should ensure training venues, accommodation, vehicles and drivers used for CIVIC work meet CIVIC safety requirements. Also LSO should ensure that driver(s) meet and maintain safety requirements of the vehicles within CIVIC standards and any applicable local laws.
