Basic Purpose of the role:

Responsible for managing and overseeing the development, implementation (including project planning, testing, deployment, issue tracking and resolution etc.) and support of all clinical applications (Malaffi) ensuring these applications are integrated to effectively support the workflow of the clincal staff.
Also responsible for monitoring processes and providing direction to the application support staff. Ensuring that clinical applications support the user community needs and ultimately assist the organization in achieving business objectives.


Key Responsibilities of the role

Developing policies and procedures for the department/section:
Contributing to the development, design and implementation of policies, standards and procedures related to the effective management of IT Application Support
Recognizing and identifying potential areas where existing policies and procedures require change or where new ones need to be developed
Preparing the budget and financial management:
Contributing to the development and oversight of capital and operating budgets within established guidelines
Monitoring the budget and suggesting recommendations for operational and capital expenditures
When applicable, monitoring the monthly variance reports and validating/approving departmental expenditures
When applicable ordering hardware/peripherals, supplies, invoice management, purchase order tracking etc.
Overseeing end user training:
Ensuring all end users are trained on the effective and efficient use of clinical applications deployed in the facility
Coordinating end user training including; not limited to, room maintenance, domain availability, delivery of training and creating user guidelines and manuals for applications, escalation of non-attendance to business owners as appropriate
Vendor Oversight:
Monitoring vendor’s performance to enhance service delivery
Monitoring outsourced support staff performance and work products against contractual obligations
Contributing to vendor contracts discussions
Authorizing vendor service calls to resolve application and/or hardware issues
Assisting the user community in investigating, evaluating and selecting information technology solutions
Ensuring effective communication and customer service:
Ensuring timely and efficient communication to both internal and external customers regarding IT Application Support for new application releases and modifications
Communication and escalation as appropriate for planned and unplanned downtimes. Includes communication with BE IT Management and/or Hospital Execitive Management, SEHA Home Office, Cerner Immediate Response Center (IRC) and/or Cerner Application Managed Services (AMS)
Participating in facility committees to determine the needs of the user community
Holding regular staff meetings to communicate departmental/sectional activity and attend project implementation meetings as necessary
Responding to and addressing concerns of the clinician by establishing a network of communication
Local management of clinical application implementations and support:
Recommending the proper mix of people and technology are assembled to maximize support for the facilities applications including Malaffi and/or other clinical applications such as PACS and Coding
Overseeing resolution of end user application and software problems escalated from IT Service Desk
Works in collaboration with Biomedical Department to plan, implement, and support Medical and Bedside Medical Device (MDI/BMDI) interfaces
Developes tactical and strategic plans to continuously improve support for applications
Works with clinical informatics to identify transformational and workflow enhancment initiatives
Project manages new implementations
Managing the overall working of the department:
Managing the overall administration of the clinical applications and the services provided with the help of subordinates
Ensures 24/7 (inclduing weekends and holidays) support for the clinical applications
Supervising and personally carrying out other related duties as and when directed by the IT Management and deputizing for him/her in his/her absence
Implementing suggestions / feedback from internal and external auditors
Managing the team:
Participating in human resources activities as appropriate
Improving departmental performance through the consistent application of departmental standards
Creating a work environment of trust where all employees feel empowered and have the ability to challenge the status quo to improve operations
Supervising and directing the activities of other clinical application support staff; assigning, reviewing and monitoring work and recommending disciplinary actions
Participate in resource planning and staffing
Developing skills of staff under span of control to support clinical applications
Clinical Application Governance:
Ensure Business Entity is represented within the Change Control Board (CCB) process (e.g., review of change requests, CCB call participation, testing and sign off activities, etc.)
Awareness and review of locally initiated Service Requests (SR’s)
Ensure coordination and communication within the Business Entity and with SEHA Home Office for planned/unplanned downtimes and events associated with upgrade activities
Responsible for periodic review and updates to the Malaffi Service Management document
Ensure Business Entity representation at Enterprise Malaffi meetings
