The Statistics and Monitoring Specialist will work under the overall guidance and direction of the Deputy Representative and is accountable for managing results under the data and evidence outcome in the sub-regional programme.
The incumbent will work with all countries in the sub-regional programme to ensure Governments have strengthened capacities to routinely collect and share data disaggregated by age, sex, disability and wealth quintiles to inform policy, plans, and budgets and the monitoring of the situation of children. In addition, s/he will lead work to ensure Governments and key stakeholders have strengthened capacities for child-focused research, analysis and knowledge sharing.
The incumbent will hold shared responsibility for programme/project planning as it relates to other outcome areas of the sub-regional programme and on administrative decision making on use of funds and human resources that relate to the data and evidence outcome.
Key functions, accountabilities and related duties/tasks
• Management of the data and evidence for children outcome area.
Establish annual work plans on the outcome area with each of the countries in the sub regional programme and set priorities/targets to achieve expected results. Monitor work progress across the 5 countries and ensure results are achieved according to schedule and performance standards.
Establish clear individual performance objectives, goals and timelines; with clear mechanisms agreed with the Supervisor on how activities under the outcome area will be coordinated across teams in multiple contexts.
• Programme development and planning
Advise senior management on the preparation, design and updating of the situation analysis for the sub-regional programme to ensure that current and relevant data and evidence is used to guide UNICEF strategic policy, advocacy, intervention, and development efforts in the generation and use of data.
Formulate, design and prepare programme to achieve the expected outcome by maintaining alignment with the sub-regional programme, UN-wide regional strategies, and national development plans.
Establish specific goals, objectives, strategies and implementation plans for the outcome area using results based planning terminology and methodology (RBM).
• Advisory services and technical support
Provide technical support to teams across 5 country contexts that encompass the sub-regional programme.
Provide technical support to Governments, the UN System, and key stakeholders on best practice in improving the generation and use of data for children.
Participate in strategic discussions, including at the national level to influence policy agenda for improving the availability and quality of data on children particularly in the context of the Sustainable Development Goals. Promote strategies and approaches that bring inequities and root causes of marginalization to the attention of policy-makers through data, evidence, and resource products.
Produce timely, and specific analysis of existing and available data to aid programming and advocacy efforts in the outcome areas of the programme and other emerging issues of relevance to children.
• Advocacy, networking and partnership building
Build and strengthen strategic partnerships across the 5 countries through networking and advocacy with Governments, UN system agency partners, donors, institutions, NGOs, funding organizations, research institutes and private sector to reinforce collaboration or opportunities to promote the achievement of the Stainable Development Goals and related metrics.
Contribute to UNCT discussions as they relate to data and its use and on the monitoring of the Sustainable Development Goals as well as other issues as designated by the Supervisor. Contribute to the development and implementation of UN Strategic Frameworks.
Establish networks for responding to Government requests for timely and high quality technical assistance through expertise across UNICEF as well as credible institutions.
• Rights-Based and Results-Based Programme Management Approach
Assure the quality of child rights-based programmes through consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme design.
Ensure viable recommendations on programme implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on new initiatives and management issues to ensure achievement of stated objectives

• An advanced university degree in one of the following fields is required: University degree on public health, epidemiology, demography, statistics or equivalent in social sciences or similar disciplines related to the technical field.
• A minimum of 8 years of relevant professional work experience in any of the fields of documentation, data collection, analysis and reporting, including preparation of reports and advocacy briefs is required.
• Experience working in middle income or high income settings will be an asset.
