Job Title: Accounts Manager

Location: United Arab Emirates (UAE)
Department: Finance
Reports To: Management

Job Overview

We are seeking an experienced Accounts Manager to oversee and manage the financial operations of a Government Transactions Center. The ideal candidate will ensure financial accuracy, compliance with UAE regulations, and maintain the financial health and stability of the organization through effective planning, reporting, and analysis.

Key Responsibilities1. Financial Management

  • Oversee all financial operations, including budgeting, forecasting, and financial planning.

  • Develop and implement financial policies and procedures to ensure effective financial management.

  • Monitor financial performance and identify areas for improvement and cost optimization.

2. Accounting & Financial OperationsGeneral Ledger Management

  • Maintain accurate and complete general ledger records.

  • Supervise monthly, quarterly, and annual closing processes to ensure timely reporting.

Accounts Payable & Receivable

  • Oversee invoice processing, payment approvals, and vendor reconciliations.

  • Manage invoicing, collections, and customer account reconciliations.

  • Prepare commission reports for typists.

Payroll Management

  • Supervise payroll processing to ensure timely and accurate salary payments.

  • Ensure compliance with UAE labor laws and regulations.

Fixed Assets Management

  • Maintain the fixed asset register, including capitalization, depreciation, and disposals.

  • Conduct periodic physical verification of fixed assets.

Taxation & Compliance

  • Ensure compliance with UAE VAT and corporate tax regulations.

  • Prepare and file tax returns accurately and on time.

Reconciliation & Cash Flow

  • Perform regular customer and intercompany account reconciliations.

  • Prepare daily sales reports, cash flow statements, and account reconciliations.

  • Monitor financial transactions and resolve discrepancies.

Bank Reconciliations

  • Supervise cash and cheque deposits through Noqodi, CBD portals, and bank accounts.

  • Perform regular bank reconciliations and resolve banking discrepancies.

3. Financial Reporting

  • Prepare financial statements including Profit & Loss, Balance Sheet, and Cash Flow reports.

  • Ensure reports comply with IFRS and UAE financial regulations.

  • Prepare ad-hoc financial reports as required by management.

4. Audit & Internal Controls

  • Coordinate internal and external audits and ensure resolution of audit findings.

  • Develop and implement internal controls to protect organizational assets.

5. Financial Analysis & Strategic Support

  • Analyze financial data to identify trends, variances, and cost-saving opportunities.

  • Provide insights and recommendations to support business and strategic decisions.

6. Budgeting & Forecasting

  • Lead budget preparation and monitor departmental financial performance.

  • Forecast financial outcomes based on historical and market trends.

7. Compliance & Risk Management

  • Ensure adherence to UAE financial laws and government procedures.

  • Develop and implement financial risk management strategies.

  • Liaise with external auditors, tax advisors, and regulatory authorities.

8. Other Responsibilities

  • Management reserves the right to reassign duties within the organization as needed.

Requirements

  • Bachelor’s Degree in Accounting, Finance, or a related field

  • Proven experience as an Accounts Manager or similar finance role

  • Strong knowledge of accounting standards and government financial procedures

  • Proficiency in accounting software and Microsoft Excel

  • Strong analytical, organizational, and leadership skills
