Position Overview
The Project Controls Manager role at Parsons Corporation in Dubai leads the full project controls function for a mixed-use PMC project. This position is responsible for aligning schedule, cost, performance, risk, and reporting activities with Parsons standards and client expectations, while providing strategic oversight and leadership across the project lifecycle.

Key Responsibilities

* Provide strategic leadership for all project controls disciplines including planning, scheduling, cost control, progress measurement, risk management, change control, and performance reporting
* Lead, manage, and mentor the project controls team, offering technical guidance and resolving complex controls-related issues
* Interface with clients and stakeholders, attend regular meetings, and prepare and present performance and statistical reports
* Develop, implement, and maintain project controls systems, tools, procedures, and processes in line with Parsons and client standards
* Evaluate schedule and cost impacts arising from design changes, construction delays, and project variations, and recommend mitigation or recovery actions
* Oversee development and maintenance of baseline, master, and integrated schedules with accurate progress tracking, forecasting, and analysis
* Facilitate structured risk workshops with client and contractor teams to identify, assess, and manage risks and opportunities
* Drive digitalization and automation initiatives within project controls, including dashboards, analytics, and reporting tools
* Prepare regular and ad-hoc reports for senior management, including forecasts and performance dashboards
* Ensure data integrity, governance, traceability, and compliance to support audits and contractual reporting
* Perform additional duties as required to ensure successful delivery of project controls outcomes

Ideal Profile

* Bachelor s degree in Engineering, Construction Management, or a related discipline, or equivalent professional experience
* Minimum fifteen years of experience in project controls on large-scale infrastructure or mixed-use developments, preferably within the UAE
* Strong proficiency in Primavera P6 and other industry-standard project controls software
* Demonstrated experience leading and managing project controls teams
* Comprehensive understanding of project management and project controls methodologies including CPM, earned value management, and forecasting
* Strong analytical and problem-solving skills with high attention to detail and accuracy
