Proposal Engineer – Water & Wastewater Treatment Muna Noor

Job Summary:

The Proposal Engineer will be responsible for preparing competitive technical and commercial proposals for water and wastewater treatment projects across the Middle East. This role requires strong coordination with internal teams and external vendors to develop tailored solutions that meet client specifications, technical standards, and regulatory requirements.

Key Responsibilities:

• Analyze project requirements, specifications, and technical documentation to prepare comprehensive technical and commercial proposals.
• Develop strategies to streamline the response process for RFPs, RFQs, and tenders, reducing turnaround time without compromising quality.
• Work closely with sales and engineering teams to understand client needs and translate them into effective technical solutions.
• Ensure proposals comply with local and regional regulations, standards, and client-specific requirements.
• Prepare detailed and accurate cost estimates, covering equipment, materials, labor, logistics, and overheads to ensure competitiveness and profitability.
• Coordinate with vendors and subcontractors to obtain quotations, technical data, and lead times necessary for proposal preparation.
• Prepare technical content for proposals, including process design, equipment selection, and execution methodology in line with industry best practices.
• Support the sales team in client presentations and meetings, offering technical guidance and addressing any queries or clarifications.
• Assist in the review and negotiation of contracts to ensure consistency with proposed solutions and project scope.
• Stay abreast of technological developments, market trends, and innovations in the water and wastewater treatment sector.
• Provide technical support during installation, commissioning, and post-sales phases as required.
• Assist in the preparation of CAD drawings, P&IDs, PFDs, and other technical documentation as part of the proposal package.
• Maintain an updated database of vendor information, including pricing for major equipment and materials.
• Conduct site visits to gather project data, evaluate conditions, and provide technical assessments.

Qualifications & Experience:

• Bachelor’s Degree in Environmental, Chemical, Mechanical, or Civil Engineering (or related discipline).
• Minimum 5 years of experience in proposal engineering, preferably within the water/wastewater treatment industry.
• Strong knowledge of water treatment processes, technologies, and systems.
• Familiarity with regional tendering procedures and regulations, particularly in the GCC.
• Proficiency in AutoCAD, Microsoft Office Suite, and engineering software tools.
• Excellent communication, technical writing, and presentation skills.
• Strong commercial awareness and attention to detail.
