ABAAD Resource Center for Gender Equality is implementing Walking Towards Safety: Fostering Child Protection & Mitigating Child Sexual Abuse in Lebanon. The project seeks to address urgent gaps in child protection through research, capacity strengthening, innovative tools, advocacy, and awareness-raising.

Given the sensitive nature of child protection (CP) issues, ABAAD seeks to engage a Child Protection Expert who will provide overall technical oversight and guidance across all project components, ensuring compliance with international CP standards, survivor-centered approaches, and safeguarding principles.

3. Scope of Work & Responsibilities

• Evidence-Based Data Generation
• Guide the design and validation of the CP/GBV intersection research methodology.
• Ensure data collection and analysis are child-sensitive and ethical.
• Review and validate the research study on Child Protection from Sexual Abuse and 5 sectoral policy briefs
• Capacity Strengthening Specialized Curriculum
• Oversee the development of a specialized CP curriculum for practitioners working with children on protection from sexual abuse.
• Ensure ToT training modules are context-specific and evidence-based.
• Validate training content to reflect survivor-centered and child-sensitive practices.
• Capacity Strengthening Puppetry Curriculum
• Review and validate puppetry-based CP curriculum to ensure age-appropriate and safe communication.
• Provide guidance on CP themes to integrate into puppetry scenarios.
• Oversee facilitator training to ensure child-friendly and participatory approaches.
• Interactive Educational Video Game
• Ensure CP themes (safety, healthy relationships, personal protection) are accurately integrated into storylines and gameplay.
• Review content for developmental appropriateness and safeguarding standards.
• Advise on ethical and data protection considerations.
• Ensure collaboration between developers, academic partners, and CP practitioners maintains child rights principles.
• Advocacy Law 422 Reform Campaign
• Provide technical input into campaign messaging to ensure it is child rights based and evidence-driven.
• Review and adapt advocacy materials to avoid stigmatization and promote child-centered approaches.
• Awareness & Advocacy National Video Competition
• Review and adapt competition guidelines to ensure CP themes are represented accurately and safely.
• Screen and validate winning video entries before dissemination.
• Provide guidance on framing CP issues for public awareness campaigns.

4. Deliverables

• Technical inputs into the research design, report, and policy briefs.
• Reviewed and validated CP curriculum, ToT modules, and puppetry training guides.
• Oversight on integration of CP content in the educational video game.
• Reviewed and validated advocacy campaign materials (Law 422).
• Technical approval of national video competition guidelines and outputs.
• Ongoing technical advisory notes and feedback throughout project implementation.
