To strengthen the quality, consistency, and impact of its actions, the SIF wishes to conduct a review of its practices related to the prevention of and response to violence, abuse, exploitation, and neglect against children. This research will serve to document existing practices, identify strengths and areas for improvement, and formulate operational and strategic recommendations for adapting and strengthening its systems.

The study will also allow the collection and analysis of data from the indicators of the results framework of the Education and Child Welfare Strategy (EBEE) 2PHONE_NUMBER and the Sponsorship Strategy, in order to contribute to strengthening the monitoring of progress made, particularly in the area of ​​child protection programs.

Objectives of the review of practices:

The general objective of this consultancy is to conduct a review of practices in order to contribute to the improvement of prevention and response mechanisms for violence, abuse, exploitation, and neglect against children. To this end, the review will pursue the following specific objectives:

  • To map and analyze existing interventions and practices in the prevention of and response to violence against children.
  • Based on the research questions, evaluate the relevance, coherence, effectiveness, efficiency, impact, and sustainability of the practices and strategies implemented, both at the organizational and local levels and in coordination with other local actors and partners, to prevent violence, respond to it, and ensure the safeguarding of the child.
  • Examine the consideration of cross-cutting dimensions of gender, age, disability, migration status, and family situation (whether or not the child is an orphan) in mechanisms and approaches to prevention and response to abuse and violence against children, including the participation of children, families and communities.
  • Analyze project data on relevant indicators, including indicators from the EBEE strategy results framework and the sponsorship strategy, to serve as a baseline and contribute to strengthening the monitoring of progress made.
  • Formulate operational and strategic recommendations to identify good practices, guide future SIF engagements, and strengthen the capacity of local communities and partners to prevent and address cases of violence.

M thodologie :

The service provider must propose and detail their own methodology to meet the study's objectives, while taking into account the available time and budget. The methodology should follow a participatory approach involving the various stakeholders and combining qualitative and quantitative methods.

The service provider must detail how its approach aligns with a child rights-based approach, and more specifically with the four guiding principles of the Convention on the Rights of the Child (CRC). These principles must guide both data collection and analysis, as well as the formulation of conclusions and recommendations. Particular attention must be paid to the participation of children and young people, using age-, gender-, and disability-appropriate tools.

This evaluation will be a learning and knowledge-building exercise involving beneficiaries, local communities, implementing partners, and national and local stakeholders engaged in the orphaned child sponsorship projects (January-December 2025), including child protection components and SIF missions in Lebanon, Madagascar, Pakistan, and Senegal. Furthermore, the evaluation will also integrate the results of the mid-term evaluation (as well as other relevant documents) of the TAWDE 2 project for the inclusion of Talibs in Senegal and Chad.

The projects targeted by this research are as follows (see Appendix 1 for project descriptions):

  • Lebanon: The Orphaned Child Sponsorship and Protection Project (2025), Beirut, Mount Lebanon, and North Lebanon
  • Madagascar: The Education and Child Well-being Project (2025), Antananarivo and Ampanihy District
  • Pakistan: The project to sponsor orphaned children (PHONE_NUMBER), Sindh and Islamabad
  • Senegal: The project to sponsor orphaned children (2025), Dakar
  • Chad and Senegal: The TAWDE 2 project for the inclusion of talibés in Senegal and Chad (PHONE_NUMBER)

The service provider is expected to travel to at least two of the four target countries to conduct data collection, employing remote data collection for the other countries.

A qualification (Bac+5) in humanitarian action, sociology, socio-anthropology, economics, statistics, or similar training;

At least 5 years of experience in the formulation, execution, monitoring and evaluation of projects or programs for sponsoring orphaned children, child protection, humanitarian or development projects or programs;

Experiences in conducting external evaluations of development projects;

Experience in conducting specialized assessments in child protection (a thorough knowledge of child safeguarding issues and sponsorship programs and programs for learners in Koranic schools will be an asset);

Mastery of qualitative and quantitative evaluation methods and tools, including questionnaire design, data analysis, source triangulation and report writing;

Experienced human resources in field studies must be able to be mobilized in the aforementioned localities concerned;

Excellent analytical, conceptual and writing skills;

Knowledge of the project's intervention areas (Lebanon, Madagascar, Pakistan, Senegal);

Fluency in English and French is essential. Excellent command of French and/or English is required. Proficiency in the local languages ​​of the intervention areas is an asset.
