ENGINEERING MANAGER asyad

JOB PURPOSE:

Provide effective leadership and direction for all infrastructure, fleet, and engineering activities within ASYAD Terminal Duqm, including those executed by third parties and Engineering, Procurement & Construction (EPC) contractors. Ensure that all engineering, maintenance, and operational activities across the terminal and tugboats (or other vessels) are conducted safely, efficiently, and in compliance with contractual obligations, regulatory standards, and internal policies. Lead strategic engineering planning to achieve operational excellence, cost-effectiveness, and high-performance standards in alignment with the terminal’s objectives.

KEY ACCOUNTABILITIES:

Leadership & Planning

• Lead all planned and unplanned engineering and maintenance activities across terminal facilities, tugs, and associated assets.
• Ensure the efficient management of engineering teams, contractors, and consultants to support reliable and uninterrupted operations.
• Develop, implement, and monitor annual and periodic engineering and maintenance plans in line with business goals.
• Analyze infrastructure and fleet performance, identify root causes of failures, and recommend corrective actions.
• Ensure adherence to both external regulations and internal engineering standards, policies, and best practices.

Operational Management

• Oversee the maintenance, utilization, and performance of the terminal’s equipment, tugboats, and mechanical systems to ensure optimal efficiency and reliability.
• Manage the department’s financial, administrative, and human resources functions, ensuring effective cost control and resource allocation.
• Oversee spare parts, inventory, and material control systems to prevent shortages or downtime.
• Serve as the key point of contact for all engineering-related matters involving vendors, contractors, and other stakeholders.
• Continuously evaluate and upgrade technology, tools, and staff competencies to support the terminal’s operational requirements.
• Develop and enforce departmental policies, procedures, and performance standards aligned with terminal management and company strategy.

Safety, Quality, and Compliance (QHSSE & IMS)

• Promote a world-class safety culture and ensure all engineering operations comply with ASYAD’s QHSSE and Information Security Management Systems (IMS).
• Enforce the company’s “Golden Safety Rules,” ensuring all work is carried out under approved permits, plans, and risk assessments.
• Ensure that all staff, contractors, and visitors operate in a safe environment, with appropriate PPE and authorization.
• Take immediate action to stop unsafe practices and report hazards promptly.
• Lead by example in conserving energy, water, and other resources while minimizing waste generation.
• Protect company information assets and ensure compliance with data protection and information security requirements.
• Conduct regular safety reviews, audits, and inspections within the engineering scope to drive continuous improvement.
• Guarantee that required training, certifications, and risk management programs are implemented and maintained.

Performance & Customer Service

• Ensure customer satisfaction KPIs are met through reliable operations and proactive issue resolution.
• Drive performance improvements and implement systems to minimize downtime and operational disruptions.
• Deliver productivity and efficiency targets as outlined in company business plans and budget objectives.
• Ensure all engineering personnel are trained, competent, and certified to carry out their duties effectively.

Challenges, Scope, and Complexity

• Managing engineering operations within a large-scale, 24/7 marine terminal environment, ensuring all activities are safely and effectively resourced.
• Overseeing multi-disciplinary teams and coordinating with delivery partners, ensuring timely and safe handover of assets from construction to operation.
• Leading operations across multiple locations within the port area, requiring extensive stakeholder coordination and rapid response to emergencies or service disruptions.
• Ensuring continuous performance enhancement while maintaining strict compliance with safety and operational standards.
