Responsibilities:
- Provide overall technical and strategic leadership for integrated health and nutrition programming
- Oversee programme quality in accordance with international and national protocols/standards, Ministry of Health strategies and polices and Concern best practices.
- Provide clinical oversight of all health service delivery points and ensure quality of case management and referral systems.
- Institutionalise quality assurance systems, including, standardised supportive supervision, routine quality assessments and use of performance indicators.
- Ensure rational use of medicines and medical supplies
- Ensure efficient set-up of field level activities to strengthen both the facility support and community outreach components of Concern s Health and Nutrition activities.
- Strengthen community platforms including, mother support groups, CHWs and community-based surveillance systems including promotion of community-led early warning and response mechanisms
- Ensure effective Social and Behaviour Change (SBC) approaches including contextualised IEC materials, structured group sessions and household counselling and targeting high-risk groups
- Lead integration of nutrition-sensitive approaches within health and nutrition programming including effective design and implementation of Cash and voucher assistance (CVA) for nutrition outcomes and livelihood and resilience linkages targeting vulnerable households.
- Lead rapid assessments and emergency response planning and ensure readiness for disease outbreaks, nutrition deterioration and displacement shocks including strengthening contingency planning and pre-positioning of supplies.
- Engage with the other I/NGOs, UN agencies and the government and private sector to form new consortia and programme planning, design and implementation under the existing consortium.
- Liaise with relevant Advisers to assure programme quality and alignment to global, national and Concern standards.
- Support the Programme Director in donor and stakeholder engagement and as acting Programme Director in her/his absence.
Supply Chain & Medical Logistics
- Oversee the end-to-end management of pharmaceuticals, medical consumables, and nutrition supplies, ensuring timely forecasting, procurement, and distribution across all service delivery points.
- Ensure effective stock management systems, including proper storage, inventory control, and pipeline monitoring to prevent stock-outs or overstocking of critical supplies.
- Ensure full compliance with national regulations, donor requirements, and medical supply protocols, including quality assurance, accountability, and emergency pre-positioning of essential commodities.
Partnership and Localisation
- Provide technical and managerial support to local NGO partners, ensuring quality implementation and alignment with Concern s partnership and localisation commitments.
- Strengthen locally-led programming through joint planning, monitoring, and adaptive learning, promoting equitable decision-making and ownership.
- Support partners in capacity strengthening, risk management, safeguarding, and FCRM implementation, ensuring compliance with CHS and programme standards.
Monitoring, Evaluation & Learning
- Ensure effective monitoring systems and data quality, including HMIS/DHIS2, surveillance, and internal M&E systems, to support timely reporting and analysis.
- Establish and maintain clinical governance and quality assurance systems, including audits, case and mortality reviews, and IPC standards.
- Lead data-driven decision-making and adaptive programming through trend analysis, programme reviews, and use of assessment findings.
- Strengthen learning and accountability by supporting staff and partners on reporting tools, contributing to donor reporting, and leading learning initiatives in collaboration with the MEAL team and HQ advisors
Accountability and Safeguarding
- Ensure programme delivery aligns with Core Humanitarian Standards (CHS) by promoting meaningful community participation throughout the programme cycle.
- Ensure transparent information sharing with communities and key stakeholders regarding programme activities and entitlements.
- Support the rollout and effective management of Feedback Complaints and Response Mechanism (FCRM), ensuring it is functional, accessible, and responsive.
- Contribute to CHS-related reporting and learning, ensuring feedback is used to improve programme quality and accountability.
Representation/ coordination
- Represent Concern in Technical Working Groups and Government coordination platforms
- Represent Concern in national and sub-national coordination including health & nutrition clusters, government ministries, nutrition/health TWG, donors, NGOs, research institutions, and private sector stakeholders.
- Contribute to resource mobilisation, support proposals, funding applications, donor reporting, and strategic planning for sustainable financing for health & nutrition interventions.
Human Resources
- Lead recruitment, supervision, and performance management of staff
- Strengthen team capacity through mentoring, training, and supportive supervision
- Ensure that all staff in the Health and Nutrition team are aware of and comply with Concern s policies and procedures.
- Ensure clear individual work plans and SMART performance objectives are established and reviewed regularly.
- Foster a collaborative, inclusive, and accountable team culture aligned with Concern s core values.
Donor Management
- Support the development of high-quality proposals, budgets, and donor reports, ensuring technical accuracy, coherence, and timely submission
- Ensure programme implementation is fully compliant with donor requirements, including indicators, reporting, and contractual obligations
- Work closely with Grants, Finance, and Programme teams to support effective grant management and donor engagement
Finance, Admin and Logistics
- Monitor and manage programme expenditure and budgets, ensuring resources are optimally utilised and spending is in line with Concern financial procedures and Donor requirements.
- Lead in monthly financial review or expenditure against programme plan and implement revisions as required.

Medical degree (MBBS or equivalent) required; postgraduate qualification in Public Health or Nutrition strongly preferred
Minimum 5 years experience in managing health and nutrition programmes, including at least 3 years in international humanitarian settings, preferably with an INGO and in insecure contexts
Strong clinical and technical expertise in IMCI and Primary Health Care (PHC), CMAM, MIYCN and communicable disease prevention and management
Demonstrated experience in integrated and multi-sectoral programming, including nutrition-sensitive approaches (e.g., food systems, WASH, cash/livelihoods)
Experience in behaviour change (SBC) programming
Proven experience working with national health systems and government counterparts
Experience in capacity building of staff and local partners, including clinical mentoring and supportive supervision
Proven experience in donor reporting, proposal development, and programme design including budgeting and financial management
Strong experience in monitoring and evaluation, including SMART, rapid assessments, and routine data systems
Proven ability to mainstream gender, protection, equity, DRR, and accountability principles
Commitment to safeguarding, accountability, and locally-led programming approaches
Strong team leadership, staff management, and capacity-building skills, including clinical supervision
Willingness to travel frequently to field locations and work in remote, challenging environments
Experience working in complex, fragile, and insecure environments
