HSSE Leadership, Governance and Management System

Provide visible leadership and direction to promote a strong and proactive HSSE culture across the mine site.

Support senior management in integrating HSSE considerations into operational planning and decision-making.

Promote and enforce the company s Stop Work Authority, ensuring employees and contractors have the authority to stop unsafe work.

Participate in senior management meetings to provide HSSE guidance on operational risks and strategic decisions.

Lead the development, implementation, and continuous improvement of the site HSE Management System (HSEMS) in alignment with company and corporate requirements.

Lead HSSE management review processes in accordance with ISO 45001 and ISO 14001 standards.

Monitor, evaluate, and report on the performance of the HSE Management System including incidents, non-conformances, audit findings, and regulatory compliance.

Maintain and periodically review the site Risk Register to ensure operational risks are identified, assessed, and effectively controlled.

Lead structured root cause analyses for incidents, near misses, and high-risk events to identify corrective and preventive actions.

Operational Risk Management and Compliance

Ensure Standard Operating Procedures (SOPs), Safe Work Instructions (SWIs), and Method Statements effectively support mining and processing activities including drilling and blasting, load and haul, crushing, processing, maintenance, laboratory, and support services.

Facilitate and verify task-based risk assessments (JSA/JHA) for high-risk activities such as blasting, confined space entry, working at height, lifting operations, and hot work.

Conduct regular workplace inspections across operational areas including pit, waste dumps, haul roads, workshops, processing plant, tailings facilities, fuel farms, and camp facilities.

Liaise with suppliers and service providers for the inspection, calibration, and maintenance of HSE equipment including gas detection systems, PPE, environmental monitoring equipment, and emergency response systems.

Occupational Health Management

Develop and implement occupational health programs to identify and control workplace health hazards.

Oversee industrial hygiene monitoring programs including dust, noise, vibration, heat stress, and chemical exposure assessments.

Ensure implementation of employee health surveillance programs in accordance with regulatory and corporate requirements.

Coordinate occupational health risk assessments and implement appropriate control measures for hazardous substances and working conditions.

Promote employee health and wellbeing initiatives including fatigue management and workplace health awareness programs.

Emergency Preparedness and Response

Develop, implement, and maintain the Mine Specific Emergency Response Plan covering potential scenarios including fires, explosions, environmental spills, pit incidents, and medical emergencies.

Coordinate emergency response drills and simulations to ensure preparedness of employees and contractors.

Establish and maintain site emergency response teams and ensure emergency response equipment is maintained and readily available.

Coordinate emergency response planning and collaboration with local authorities and emergency services.

Contractor HSSE Management

Establish and maintain a contractor HSSE management framework including contractor prequalification, onboarding, monitoring, and performance evaluation.

Ensure contractors comply with company HSSE standards, procedures, and regulatory requirements.

Conduct contractor HSSE audits and inspections to verify compliance with contractual safety obligations.

Monitor contractor safety performance and ensure timely closure of corrective actions.

HSSE Performance Monitoring and Reporting

Monitor HSSE performance indicators including leading and lagging indicators.

Track key performance metrics including LTIFR, TRIFR, near-miss reporting, safety observations, audit performance, and corrective action closure.

Analyse incident trends and provide recommendations to reduce operational risks.

Provide regular HSSE performance reports and recommendations to site leadership and corporate management.

Environmental Management

Develop, implement, and monitor environmental management programs including waste management, water management, dust suppression, noise monitoring, and tailings management.

Ensure compliance with environmental regulatory requirements and reporting obligations.

Security Management

Oversee site security operations including management of security contractors and supervision of the Security Supervisor.

Ensure implementation of site access control systems including visitor management, vehicle entry procedures, and security monitoring.

Coordinate security risk assessments to identify potential threats to personnel, assets, explosives, and operations.

Coordinate with local authorities and internal teams on security incidents, investigations, and emergency response matters.

Job Requirements

Education:

Bachelor of science in Occupational Safety, health, and environment.

Preferred Training:

NEBOSH International Diploma in Occupational Health & Safety (or equivalent) is required.

ISO 45001 and ISO 14001 Lead Auditor certifications are strongly preferred.

Certification in incident investigation and risk management methodologies is advantageous.

Experience:

Minimum 10 years of experience in HSE management, with at least 3 years in a senior or supervisory HSE leadership position within heavy industry (mining, quarrying, construction, oil & gas, or similar high-risk operations).

Proven experience in establishing and developing HSE teams, systems, and site-based safety culture during project development, construction, commissioning, or operational start-up phases is an advantage.

Demonstrated experience in implementing and maintaining HSE Management Systems aligned with Omani legal requirements, including Ministry of Labour regulations and Environmental Authority compliance obligations.

Experience liaising with Omani regulatory authorities and supporting site inspections, audits, and reporting requirements.

Strong technical knowledge of occupational health, safety, and environmental management principles within high-risk industries, preferably mining.

Sound understanding of modern mining HSE practices, including drill and blast safety, heavy equipment operations, lifting activities, confined space entry, working at height, and hazardous materials management.

Practical knowledge of risk assessment methodologies, incident investigation techniques, and root cause analysis.

Familiarity with ISO 45001 and ISO 14001 management systems and audit processes.

Good knowledge of Omani HSE legislation and regulatory compliance requirements.

Ability to analyse HSSE performance data and identify trends using leading and lagging indicators.

Understanding of industrial site security management, including access control systems, contractor security coordination, and incident reporting procedures.

Experience managing contractor HSSE performance within multi-contractor operational environments.

Strong leadership skills with the ability to influence and engage employees and contractors at all levels of the organization.

Excellent communication and interpersonal skills, with the ability to effectively convey HSSE expectations and promote a positive safety culture.

Strong analytical ability to gather, review, and evaluate operational and safety performance data, identify trends, and develop practical risk-based solutions. to gather, review and evaluate data to formulate and express ideas and problem solve.

Excellent interpersonal and communication skills, with demonstrated cultural awareness and the ability to influence, coach, and engage a multi-national workforce and contractor teams.

High level of proficiency in computer applications, including Microsoft Office Suite, and experience using HSE reporting and document control systems.

To Provide overall Health, Safety, Environmental and Site Security leadership and direction for the Yanqul Copper-Gold Mine site. The role is responsible for delivering strategic and operational HSE and security input during the establishment, development, and ongoing operations of the Yanqul project. This includes the design, implementation, and continuous improvement of the HSE Management System, policies, procedures, and processes to ensure a strong safety culture and full compliance with all applicable legal requirements, as well as MMC and MDO corporate standards and legal obligations.
