MEAL Manager

General objective:

The MEAL manager supports the implementation of SI's humanitarian strategy by supervising MEAL department and providing technical and methodological support to programme teams.

They ensure a proper Feedback and Complaint system is implemeted allowing for accessible and safe mechanisms throughout the community as well as timely and consistent responses.

They ensure that SI's MEAL norms and standards are applied in the implementation of programmes that are needs-driven, have a demonstrable impact and are adaptable to contextual changes.

They guarantee the proper execution and the quality of the implemented program and,suggests adjustments or developments to ensure its relevance.

They participate to the workplanning.

The main challenges:

The main challenges include scaling up the MEAL team to meet growing demands, managing an increased number of MEAL activities, and structuring the department. The operational context is marked by high volatility and risks that may affect the implementation of certain MEAL activities, requiring proactive adaptation, anticipation, and flexible planning to ensure quality and continuity of monitoring, evaluation, accountability, and learning processes.

Priorities for the 2/3 first months:

The MEAL department of the base has been created a little over one year ago and the majority of the staff have joined only 5 months ago. Although the motivation within the team is high, there remains a strong need to continue building capacity and streamlining processes.

Priorities:

1. Strengthen the FCRM
2. Reenforce program awarness of MEAL processess
3. Capacity building of the MEAL team (with an AM to recruit internally)
4. Maximise & systemise the use of collected data

Security constraints:

Security constraints in Gaza remain severe, with a context marked by high-intensity military activity, including airstrikes, land and naval bombardments, and risks related to medium and light infantry weapons. Social tensions are also high, driven by harsh living conditions, and the collapse of economic activity, which have contributed to looting, inter-family disputes. Since the ceasefire brokered on 10 October 2025, the security situation has improved and military activities (airstrikes, shelling) have decreased. However, the situation remains volatile, and a deterioration cannot be ruled out.

TECHNICAL SKILLS

• Good knowledge of designing and implementing MEAL systems across multiple programs.
• Strong skills in data collection, analysis, and evidence-based reporting.
• Good experience in establishing accountability and complaints mechanisms, integrating gender, protection, and do-no-harm considerations.
• Skilled in developing MEAL tools, indicators, and building team capacity on monitoring and evaluation processes.
• Pack MS Office excellent mastery of Excel included. KOBO knowledge

4. Ability to work under pressure
5. Ability to adapt to a rapidly changing environment
6. Experience working with SI (or a similar organization) is an asset.
7. Prior experience working in Palestine is an asset.

LANGUAGES

1. Fluent in English, written and spoken.
2. Arabic is an asset.
