Job Title: Procurement Engineer / Procurement Officer – Civil (High Rise & Villa Projects)

Job Purpose:

To manage end-to-end procurement activities for civil construction projects, including high-rise buildings and villa developments. Responsible for sourcing, negotiating, and ensuring timely delivery of all project materials, equipment, and subcontracted works in line with budget, time, and quality requirements.

Key Responsibilities:

• Prepare and manage procurement schedules / maintain procurement tracker in alignment with project timelines and budgets.

• Review and understand project specifications, drawings, and BOQs for all civil and related packages.

• Identify, evaluate, and prequalify suppliers and subcontractors for all material and service needs.

• Prepare RFQs, obtain competitive quotations, and conduct technical and commercial evaluations.

• Negotiate pricing, payment terms, and delivery schedules to optimize cost and value.

• Issue purchase orders and subcontracts in coordination with management and project teams.

• Coordinate closely with site engineers, consultants, and suppliers to ensure timely material delivery.

• Monitor supplier performance and maintain strong vendor relationships.

• Ensure compliance with company procurement policies, quality standards, and contractual requirements.

• Support cost control and value engineering efforts by identifying cost-saving opportunities.

Key Packages Exposure Required:

• Structural Works: Concrete, reinforcement, formwork

• Finishing Works: Blockwork, plaster, painting, tiles, marble, joinery, ceiling

• Infrastructure Works: Utilities, drainage, road works

• MEP Interface Coordination

• Waterproofing, façade, aluminum & glazing, steel, and landscaping packages

Qualifications & Skills:

• Education: Bachelor’s Degree in Civil Engineering or related field.

• Experience: 5 to 7+ years of experience in procurement for civil works in high-rise and villa projects.

• Industry: Construction / Contracting (GCC experience preferred).

• Skills:

  • Strong technical understanding of civil and finishing materials

  • Excellent negotiation and communication skills

  • Proficient in MS Office, ERP/Procurement systems

  • Strong vendor management and documentation skills

  • Ability to work under pressure and meet deadlines

Preferred Experience:

• Proven track record in managing procurement for multiple high-rise towers, luxury villas, and mixed-use developments.

• Experience working with international and local suppliers.

• Awareness of market trends and cost benchmarking in civil construction materials.

• Proven track with QS/ Commercial background.
