Position Summary
We are hiring a Project Director to lead Parsons' high-speed rail infrastructure program in Abu Dhabi. The ideal candidate will have over 20 years of progressive experience in managing large-scale rail and transportation programs, including planning, design, and execution phases. This is a high-impact role for a visionary leader who excels in strategy, stakeholder engagement, and complex project delivery within budget and schedule constraints.

Core Duties

* Direct and manage all phases of the project lifecycle, from concept design through execution and project closeout
* Ensure adherence to program requirements, schedule milestones, and budget controls across all stakeholders
* Act as the key representative with clients, government bodies, designers, and contractors
* Oversee project documentation, execution plans, quality and HSE compliance
* Lead project change control, risk mitigation, and stakeholder communication strategies
* Develop and manage staffing, budgets, timelines, and resource allocation
* Monitor deliverables, reporting, and milestone tracking
* Drive technical and commercial excellence, ensuring alignment with contractual and regulatory obligations
* Facilitate weekly reviews to evaluate progress, resolve issues, and implement corrective actions
* Provide mentorship and high-level guidance to project engineering and delivery teams

Candidate Requirements

* Bachelor s or Master s degree in Civil Engineering or a related technical field
* Over 20 years of project leadership experience in the design and construction of rail systems, preferably high-speed rail
* Proven success in leading multi-billion-dollar infrastructure programs
* Chartered Engineer (or equivalent professional registration)
* In-depth knowledge of rail civil works, stations, and integrated project delivery models
* Familiarity with international and UAE-specific infrastructure regulations and safety codes
* Strong strategic thinking, stakeholder communication, and decision-making skills
* Ability to lead multidisciplinary teams in high-pressure environments
