Based in Beirut, and under the direct supervision of the Project Coordinator, the WASH Project Officer collaborates closely with the Project Engineer, Community Mobilizers, and partners to plan, coordinate, and monitor all WASH-related activities. S/he plays a key role in supporting the end-to-end implementation of WASH services, including hygiene kit distribution, water trucking, and rehabilitation of WASH facilities, ensuring timely delivery, compliance with standards, and an effective response to beneficiaries needs.

Lead and Coordinate the Services team Activities:

  • Lead the Community Mobilization team (CMs) and act as the focal point for all site-level (collective shelters) activities related to WASH services.
  • With the support of the Project Coordinator, ensure the implementation of site activities, including water provision (water trucking), desludging services, hygiene promotion, WASH NFI distribution (e.g., hygiene kits, water tanks), and WASH rehabilitation, in line with established criteria and quality standards.
  • Coordinate with contractors and service providers to ensure proper implementation of WASH activities, and support the preparation and review of technical reports related to rehabilitation works.
  • Under the guidance of the Project Coordinator, develop weekly and monthly plans for community mobilization and site activities, ensuring regular updates per site and per CM.
  • Deliver appropriate hygiene messages to the target population based on HMCT results and field observations.
  • Implement hygiene promotion initiatives appropriate to the context, ensuring integration of technical and social aspects of WASH programming, and support the development and evaluation of campaign materials.
  • Monitor hygiene conditions in informal settlements and report issues to the Project Coordinator.
  • Conduct needs assessments and WASH technical assessments under supervision.
  • Supervise contractors and suppliers implementing WASH activities (including rehabilitation and water trucking) and report any issues.
  • Collect and validate Means of Verification (MoVs) and submit them for review and archiving.
  • Monitor CM attendance, validate timesheets, and submit them for review and payment processing.
  • Identify and assess public health, hygiene, and protection risks, and report findings to the Project Coordinator.
  • Ensure proper documentation of activities, including time-stamped photos.
  • Maintain strong relationships with site leaders and representatives to ensure community ownership of WASH services.
  • Ensure implementation of activities in line with WVL WASH SOPs using standardized inspection tools.
  • Track referrals and ensure timely follow-up, reporting to the Project Coordinator.
  • Submit daily and weekly reports on activities and progress.
  • Document lessons learned and share with relevant stakeholders.
  • Perform data entry related to WASH services.
  • Respond to emergencies as directed by the Project Coordinator.

Field level management:

  • Build constructive relationships with the target community.
  • Collect the data from the community Mobilizers and prepare reports accordingly.
  • Mobilize communities to increase ownership and maintenance of WASH facilities installed.
  • Monitor CMs team through field spot checks visits.

Perform other duties as required

  • Attend Services related meetings.
  • Attend and participate in capacity building trainings.
  • Attend and participate in WVL s spiritual nurture and other organizational events.
  • Act responsible of own security and actively contribute to a positive security culture.
  • Report Child Protection incidents as per the safeguarding policy guidelines.
  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
  • Perform other duties as assigned by Line Manager.

الملف الشخصي المطلوب للمرشحين

Minimum Requirements:

  • 3 years of experience working in NGOs WASH sector.
  • Previous experience working in water, sanitation, health a/o waste management projects.
  • Previous experience working in refugee camps.
  • Ability to write reports.
  • Ability to manage data effectively.
  • Good organizational and time management skills.
  • Ability to cope and work under pressure.
  • Ability to maintain performance expectations in diverse cultural and difficult/sensitive contexts.
  • Has strong knowledge of core principles of Children Rights, Participation, Do No Harm, as well as SPHERE standards.
  • Bachelor Degree or Technical Diploma in a development-related field or any other related field of studies.
  • Driving License.
  • Working knowledge of providing WASH Services such as water trucking, desludging, dewatering, NFIs distribution, hygiene promotion and emergency response.
