We are looking for an experienced Safety Officer to oversee all Health, Safety, and Environment (HSE) aspects of a 5-year heat exchanger maintenance contract in a high-hazard refinery environment. The role is critical to ensuring the safe execution of maintenance activities, including turnarounds and continuous maintenance programs. The candidate must demonstrate a proactive approach to hazard identification, risk mitigation, and strict compliance with company, client, and regulatory safety standards. The position involves managing safety risks associated with heat exchanger maintenance activities, including confined space entry, hot work, chemical circulation, Ultra-High Pressure (UHP) hydrojetting (up to 30,000 psi), controlled bolting, blinding/deblinding, retubing, heavy lifting, and working at heights.

Key Responsibilities

• Implement and enforce project-specific HSE programs in compliance with OSHA, API, HSE, and client safety standards

• Conduct and review Job Safety Analysis (JSA), Method Statements, and risk assessments for heat exchanger maintenance activities

• Oversee safety for activities such as:

  • Bundle pulling and re-installation

  • Heat exchanger retubing

  • UHP hydrojetting (up to 30,000 psi)

  • Chemical circulation and cleaning

  • Blinding and deblinding

  • Controlled bolting (tensioning and tightening)

  • Tube inspection, repair, and pressure testing

• Manage and audit Permit-to-Work (PTW) systems including confined space entry, hot work, working at height, excavation, and LOTO

• Conduct daily safety inspections and periodic audits of tools, lifting equipment, scaffolding, and work areas
