1.1 Job Scope Summary

The Shift Supervisor is responsible for the safe, environmentally compliant, and efficient operation of the EfW facility during the assigned shift. The role provides direct leadership and supervision of all operational personnel, ensuring compliance with HSE requirements, environmental regulations, production targets, and contractual obligations. The Shift Supervisor has overall accountability for plant operations, personnel, and coordination with maintenance during the shift and acts as the senior operational authority when management is not on site.

The position is structured into two competency levels:

Junior Shift Supervisor - Operates within established procedures, policies, and authority limits. Supervises shift activities under guidance from senior supervision or management. Ensures compliance with operating procedures, HSE requirements, and shift instructions while escalating complex operational, technical, or people-related issues appropriately.

Senior Shift Supervisor- Operates with minimal supervision and assumes full operational responsibility for the plant during the assigned shift. Acts as the senior management representative during nights, weekends, and holidays. Leads decision-making during abnormal and emergency conditions and provides leadership, coaching, and performance management for shift personnel.

1.2 Job Responsibilities (application to both levels)

  • A. Shift Operations & Plant Control

  • Direct and supervise all plant operations to ensure safe, efficient, and compliant performance.

  • Ensure plant systems (cranes, conveyors, boilers, turbine-generators, auxiliaries) are operated within approved parameters.

  • Coordinate startup, shutdown, load changes, and abnormal operations.

  • Maintain plant availability while minimizing unplanned outages and disturbances.

  • Assume full operational responsibility for the facility during the shift.

  • B. Safety, HSE & Environmental Compliance

  • Enforce all HSE policies, procedures, permits, and safe systems of work.

  • Promote a strong safety culture through active leadership and engagement.

  • Conduct toolbox talks, shift safety briefings, and safety meetings.

  • Report, investigate, and follow up on incidents, near misses, and unsafe conditions.

  • Support HSE audits, inspections, assessments, and incident investigations.

  • C. Leadership, Supervision & Workforce Management

  • Supervise, direct, and coordinate the activities of operators and support personnel.

  • Ensure adequate staffing, competency coverage, and task allocation during the shift.

  • Provide clear instructions, coaching, and on-the-job training.

  • Initiate employee counseling and corrective action processes as required.

    • Conduct performance reviews and ongoing feedback (Senior Shift Supervisor).

    • D. Maintenance Coordination & Asset Care

    • Coordinate planned and unplanned maintenance activities with maintenance teams.

    • Ensure proper execution of isolations, permits, and lockout/tagout activities.

    • Supervise maintenance work when maintenance supervision is unavailable.

    • Ensure post-maintenance testing and safe return of equipment to service.

    • Initiate and prioritize maintenance work requests as required.

    • E. Documentation, Reporting & Compliance

    • Maintain accurate shift logs and operational records.

    • Ensure all operator logbooks and check sheets are completed accurately.

    • Prepare timely and comprehensive event-based and incident reports.

    • Ensure traceability and continuity between shifts.

    • F. Alarm Management, Decision-Making & Emergency Response

    • Oversee alarm management and operational decision-making.

    • Lead response to abnormal and emergency conditions.

    • Maintain situational awareness across all plant areas.

    • Coordinate emergency response activities and communications.

    • G. Communication, Coordination & Housekeeping

    • Lead structured shift handovers and ensure effective communication.

    • Escalate issues impacting safety, production, or compliance in a timely manner.

    • Ensure housekeeping standards are enforced and maintained across the facility.

    • Coordinate effectively with management and support functions.

    1.3 Educational/Professional Qualifications/Training Certifications

    (Applicable to both levels unless stated otherwise)

    • Bachelor’s Degree in Engineering (Mechanical, Electrical, or equivalent preferred)

    • HSE-related training and certifications

    • Ability to obtain ASME / pressure vessel operation certification

    • Emergency response and leadership training (preferred)

    1.4 Job Experience, Software Competencise & Technical Knowledge

    • (Senior) Minimum 5–7 years’ experience in EfW or C and minimum 5 years in a supervisory role

    • (Junior) Minimum 3–5 years’ experience in EfW or power generation operations

    • Technical Knowledge:

    • EfW / power plant systems, including:

    • Boilers, combustion systems, turbines, cranes, conveyors, auxiliaries

    • Environmental and emissions control systems (CEMS)

    • Strong understanding of:

    • Operating limits, interlocks, alarms, and trip logic

    • Emergency and abnormal operating procedures

Senior: Independently manages complex operational scenarios and maintains plant stability.

Junior: Executes operational plans effectively and escalates complex issues.

1.5.3 Technical Competency & Plant Knowledge

Senior: Provides technical leadership, root-cause analysis, and guidance.

Junior: Demonstrates strong working knowledge of plant systems.

1.5.4 Shift Leadership & People Management

Senior: Leads the shift, conducts performance reviews, and develops team capability.

Junior: Supervises daily shift activities and provides guidance to operators.

1.5.5 Alarm Management & Decision-Making

Senior: Leads emergency response and crisis decision-making.

Junior: Manages alarms per procedures and escalation protocols.

1.5.6 Documentation, Reporting & Data Accuracy

Senior: Reviews and validates all shift documentation.

Junior: Ensures accurate completion of shift logs and reports.

1.5.7 Maintenance Coordination & Asset Care

Senior: Prioritizes and coordinates maintenance activities based on risk and availability.

Junior: Supports maintenance execution and ensures safe isolation and handover.

1.5.8 Communication, Teamwork & Shift Handover

Senior: Leads cross-functional communication and shift handovers.

Junior: Communicates operational status clearly and accurately.

1.5.9 Learning, Development & Continuous Improvement

Senior: Coaches staff and drives operational and safety improvements.

Junior: Actively develops supervisory and technical skills.

1.5.10 Accountability & Operational Ownership

Senior: Demonstrates full ownership of shift outcomes and decisions.

Junior: Takes responsibility for assigned duties and escalates deviations.

1.6 Additional Job Skills and Competencies
