Department Definition

The Department of Educational Professional Qualifications and Licensing develops career pathways and licensing standards for school staff and leaders, ensuring alignment with national frameworks and approved standards. It also oversees the implementation of licensing and assessment policies, accredits relevant entities, and coordinates with stakeholders to ensure the quality and competence of education professionals.

Main Job Duties & Responsibilities:

  • Design and develop career pathways and licensing standards for school staff and leaders, including licensing tools and mechanisms, and align them with the general framework for practicing educational professions and licensing procedures.
  • Implement policies and frameworks related to the qualifications of school staff and leaders, align them with the National Qualifications Framework, and address procedures for recognition of prior learning and experience, as well as mobility between different education and qualification pathways.
  • Establish standards, requirements, and qualifications for programs that prepare school staff and leaders in general education institutions, attract and retain talent, empower them, and develop a framework for evaluating graduates in relevant fields.
  • Coordinate with the Ministry of Higher Education and Scientific Research regarding public and private higher education institutions to ensure that teacher preparation programs are based on approved professional standards.
  • Implement assessment programs in accordance with established standards, requirements, and qualifications for preparing school staff and leaders; prepare reports on their competence and performance in licensing exams; identify their training needs; and provide feedback to improve professional standards.
  • Develop a comprehensive system for licensing education professionals in the country in line with the general framework for educational professions and the requirements of the education system, including an implementation plan for licensing all current and new staff and leaders, and managing their registration and licensing processes in coordination with relevant entities.
  • Implement policies and guidelines related to the accreditation of assessment centers for school staff and leaders, as well as educational and training institutions that grant professional qualifications.
  • Coordinate with relevant councils, authorities, and committees regarding professional licensing procedures.
  • Perform any other tasks related to the nature of the department s work or assigned by the Assistant Undersecretary for the Professional Development Sector.

Skills, Qualifications, and Experience

Educational Qualifications:

  • A Bachelor s degree (minimum) in Educational Administration, Human Resources Management, Business Administration, Psychology, Organizational Development, Educational or related field.
  • A Master s or Doctorate degree in a relevant field is preferred.

Professional Experience:

  • A minimum of 12 years of professional experience in management, human resources, or staff development, including experience within the education or government sector.

Skills:

  • Knowledge of legislation and regulations governing government work and the education sector.
  • Proficiency in English, both spoken and written.
  • Computer literacy and proficiency in using various applications.
  • Presentation, public speaking, and institutional communication skills.
  • Knowledge of budget preparation, financial planning, and budget management principles.
  • Data analysis and reporting skills.
  • Partnership development and institutional coordination skills.

This will eventually help in finding radical, sustainable solutions to the major issues, improving competitiveness, and supporting smart government in its attempts to keep pace with global advancements, advance education, and push it to broad horizons of excellence, leadership, and competitiveness.
