NOC Technical Manager

Parsons is seeking a skilled and motivated NOC Technical Manager to join our team. The successful candidate will be responsible for managing and coordinating the No Objection Certificate (NOC) process on behalf of the Client for a major rail project in UAE. This role requires a proactive individual with strong organizational skills and excellent attention to detail.

What You'll Be Doing:

• Coordinate with project stakeholders and relevant authorities to in securing necessary NOCs for project activities.

• Review and validate NOC applications, ensuring all required documentation is complete and accurate.

• Identify and mitigate impacts resulting from incoming and outgoing NOCs across the programme. Advise Client and key issues resulting from NOC process.

• Track the status of NOC applications and follow up with authorities to expedite approvals.

• Maintain accurate records of all NOC applications, approvals, and related correspondence.

• Ensure compliance with local regulations and standards for all NOC-related activities.

• Provide regular updates and reports to Client management on the status of NOC applications.

• Address any issues or concerns related to NOC applications promptly and effectively.

What Required Skills and Experience You'll Bring:

• Bachelor s degree and/or have Chartered Engineer Status, with not less than 15 years experience in the management of design and/or construction of major infrastructure projects, with at least 5 years experience in Rail projects.

• Minimum of 5 years of experience in managing NOC processes for large infrastructure projects within UAE.

• Strong knowledge of local regulations and requirements for obtaining NOCs in both Abu Dhabi and Dubai.

• Ability to effectively present information to key stakeholders

• Strong communication and interpersonal skills.

• Excellent written and oral communication and interpersonal skills.

• Ability to work effectively in a fast-paced and dynamic environment.

• Engineering background or some level of technical background.

• Understanding of the delivery process and the functions inherent to construction management of large-scale projects.
